Government data shows that 11,372 residents carried out 26,262 property purchases in Andorra between 2016 and 2025, including apartments, parking spaces, family homes, commercial premises, warehouses and other assets.
Of these buyers, 8,436—or 74%—had resided in the country for five years or longer. Some 14% (1,601 people) bought within their first two years of residency, comprising 1,010 with less than one year, 591 with one to two years, 493 with two to three years, 479 with three to four years, and 363 with four to five years.
Andorran nationals led with 5,106 purchases (44.9%), followed by 4,426 work permit holders (38.9%). Passive residents—those with non-lucrative authorisations, representing just over 3% of the population—made 1,376 purchases (12%), while other groups such as border or temporary residents accounted for 464.
Transactions peaked in 2025 at 3,179, with Escaldes-Engordany recording the highest that year at 890. Activity centred in La Massana (4,658 purchases), Andorra la Vella (4,472), Encamp (4,331), Escaldes-Engordany (4,254), Canillo (3,736), Ordino (2,427) and Sant Julià de Lòria (2,384). By type, parking spaces topped the list at 9,735, ahead of apartments (8,572), other constructions such as storage and offices (5,316), land (1,527), family homes (741), commercial premises (291), entire buildings (65) and warehouses (15).
Buyers aged 30-59 totalled 7,976, those over 60 reached 2,366, and under-30s numbered 1,030.
Interior, Economy, Labour and Housing Minister Conxita Marsol provided the figures from the property transfer tax register (ITP) in response to queries from Social Democratic councillor Pere Baró. She noted limitations: the ITP records sales but lacks full buyer profiles, such as precise residency duration or total holdings per person. Cross-matching with population and immigration data—often by name only—creates gaps, with around 10% of 2025 buyers unidentified and fewer in prior years. Andorra has no central property registry for comprehensive ownership monitoring.
For the first-home aid scheme under Decree 381/2025, Marsol reported 19 applications by 1 April. Eight received full approval, benefiting 13 people: five Andorrans and eight active residents (six with 7-10 years in Andorra, two with over 10). The programme provides 100% loan guarantees for seven years without down payments, plus full interest subsidies, for homes up to €600,000 as permanent residences. Marsol previously stated average prices near €400,000, mostly new-build apartments, targeting long-term residents to counter speculation.
