Tor, attending the event through Sunday, pursued an extensive bilateral agenda alongside conference sessions. On Sunday morning, she met German Foreign Minister Johann Wadephul, who reiterated Germany's support for Andorra's EU Association Agreement. The ministers welcomed the recent initialling of a double taxation convention, expressing confidence in its formal signing soon, and pledged joint efforts against climate change impacts in mountain areas. Tor also discussed matters with German MP Jürgen Hardt, foreign affairs spokesperson for the CDU/CSU parliamentary group.

Portugal and Romania likewise reaffirmed backing for the EU association process. In talks with Portugal's Paulo Rangel on Saturday afternoon, Tor noted the strong bilateral ties and progressed preparations for Prime Minister Luís Montenegro's forthcoming visit to Andorra. With Romania's Oana Toiu, she celebrated the double taxation agreement's entry into force and exchanged views on multilateral issues, particularly within the International Organisation of La Francophonie.

Tor held further meetings with Maldives Foreign Minister Abdulla Khaleel and DR Congo's Thérèse Kayikwamba Wagner. She conducted her first discussions with UN Special Representative Vanessa Frazier on children and armed conflict, underscoring Andorra's commitment to the "Prove it matters" campaign, which it co-leads with Portugal and Malta.

Launched by German Chancellor Friedrich Merz, the conference drew representatives from nearly 150 countries, including about 50 heads of state and government and 200 ministers, mostly foreign affairs. During the conference, Tor signed a Protocol of Friendship and Cooperation with the Sovereign Order of Malta's Grand Chancellor Riccardo Paternò di Montecupo. Established following diplomatic ties formalised on 16 June, the agreement outlines collaboration in humanitarian aid, health, civil protection and emergency management, social inclusion, digital access, education, youth initiatives, sustainability, and cultural exchanges—both domestically and abroad. The Order described it as a vital step to bolster ties through shared values, enabling projects for vulnerable groups worldwide and close coordination via its Andorran embassy.
