14 Lists Vie for CASS Board Seats as Candidature Deadline Nears

The deadline for submitting candidatures to the Caixa Andorrana de Seguretat Social (CASS) board of administration elections closes on Wednesday, with at least 14 lists expected for the vote on 17 June. These include six for salaried workers, three for employers and self-employed professionals, and five for pensioners.

A notable entry among the pensioner representatives is Ignasi Arbusà, the former head of benefits at CASS, who recently retired after extending his tenure due to a lack of replacement. Sources describe his candidacy as a surprise. He is running alongside Anna Galbe, a former coordinator of benefits in the medical control department and his former deputy. The other pensioner candidates are Florenci Pla, a former university professor; Pere Canturri, a restaurateur and former politician with Mariona Armengol as substitute; Josep Garcia Nebot, a retired Creand bank employee; and Lluís Sàmper, a past pensioner representative, with Rosa Alcobé as substitute.

For employers and self-employed, the confirmed lists feature Daniel Armengol and Francesc Pallàs from the Confederació Empresarial Andorrana (CEA), who submitted 160-164 signatures—more than triple the minimum required. Armengol stressed priorities including transparency at CASS, sustainability of the pension and healthcare systems, and advancing stalled pension reforms. He also called for distinct representation for self-employed workers, welcomed the competition, and urged higher voter turnout than in 2022. Manuel Carranza, a paediatric endocrinologist, represents another bid backed by the Col·legi de Metges. Álex Lligé, a small electrical sector business owner, is also in the running.

Among salaried workers, candidates are predominantly public sector employees. Anna Carrión, the sole private sector contender with experience in tourism, hospitality, ambulances, and administration, submitted 263 signatures. She aims to maintain the current system amid upcoming administrative changes, improve outreach to unrepresented workers, and protect service coverage. Montserrat Martínez, the only incumbent seeking re-election, gathered 160 signatures and prioritised pensions alongside universal third-party payer implementation. Public sector nominees include Salustià Chato and Miquel Adrán, backed by public employee unions (Sipaag and SIBA-118 respectively); Neus Cervera; and Mercè Avellanet, head of rehabilitation at SAAS and supported by doctors.

All candidatures await signature validation in coming days. Candidates across groups have highlighted pension system reforms as a core focus.
