Andorra Tourism Minister Proposes Doubling Tourist Tax in Peak Seasons

Andorra's Tourism Minister Jordi Torres has proposed nearly doubling the tourist tax during peak season periods to align with practices in neighbouring countries.

Speaking at the Diada de Sant Jaume dels Cortals event, Torres outlined plans for a dynamic tax system that would raise rates in high season—primarily December to March, plus August—while leaving low season unchanged. The government aims to nearly double the current rate during these busy times, he said, drawing on market studies showing higher, seasonally adjusted fees elsewhere.

Torres stressed the need for a simple model with just two seasons to ensure smooth operation for businesses and officials. Periods like Easter holidays pose challenges due to their shifting dates, making them harder to incorporate. Implementation would require amending the accommodation law, following a consensus process with the sector. If talks progress, changes could take effect by late this year or into 2027.

The minister noted the tax, introduced in July 2022 at €1-3 per night depending on accommodation category, needed an initial adaptation phase amid issues with guest data transfers to the ROAT registry. Collections have since stabilised, with rising declarations thanks to better coordination between hotels and tax authorities. "We've reached a steady cruising rhythm," Torres remarked.

On a proposed vehicle vignette for foreign drivers, raised via a Concòrdia amendment to the new tourism law, the government will commission a study on future feasibility but has no immediate plans.
