Andorra Approves Tender for Long-Term Rental of Tourist Housing to Boost Affordable Stock

The Andorran government opened an international tender on Wednesday for property owners to offer multi-family buildings, aparthotels, tourist apartments, and other tourist-use properties for long-term rental to expand the public affordable housing stock.

Bids can be submitted until 17 August, with the process prioritising structures that are fully built or at an advanced construction stage, needing only minimal work before occupancy. Contracts will last up to 30 years. The Council of Ministers approved the tender terms in its latest session on a proposal from Minister of the Presidency, Economy, Labour and Housing Conxita Marsol. The notice appeared in the Official Bulletin of the Principality of Andorra (BOPA) on 23 July.

Marsol emphasised the goal of using every possible avenue to grow the public housing pool more rapidly and make units available to citizens sooner. The initiative responds to feedback from a prior purchase tender, where some owners preferred leasing options, and complements public developments and property acquisitions.

Current projections estimate around 500 homes from existing units, projects under way, and planned builds, potentially increasing by 150 more through funded surplus purchases, plus yields from this rental process. The tender follows a negotiated procedure with public advertising and open competition.

In related comments, Marsol urged caution amid initial tenant notifications stemming from the recent deregulation of rental contracts. She noted that the law allows such notices with six months' advance warning and called on both landlords and tenants to seek advice before acting. The legislation sets clear rights and obligations, she said, expressing hope that reported cases are isolated and most renewals align with regulations. Owners cannot exceed legal price limits on re-rentals after contracts end. For tenants who signed new deals out of fear of losing their homes, Marsol acknowledged that freely agreed contracts stand, though situations involving premature notices could be reviewed if proven.
