Andorra Approves More Home Guarantees, Expands Rentals in Aixovall

Andorran officials expand housing aid by approving three more 100% purchase guarantees and increasing public rentals to 17 units in Aixovall's Font de Ferro. A leasing tender launches next week amid high demand.

Key Points

  • Government raises First Home Ownership guarantees to 32, covering 100% of purchase prices with 7-year interest subsidies.
  • Font de Ferro building in Aixovall adds 3 units for public rental, totaling 17, with €360,000 works by Cevalls.
  • New tender next week for 30-year leases on buildings to boost affordable housing stock.
  • 38 home ownership applications pending; €30M budget flexible for rentals and purchases.

The Andorran government has approved three additional guarantees under its First Home Ownership Access Programme, raising the total to 32, while expanding public rentals in the Font de Ferro building in Aixovall to 17 units and announcing a new tender next week for leasing buildings to boost affordable housing.

Interior Minister Conxita Marsol, responsible for Economy, Employment and Housing, provided these updates during a press conference following Wednesday's Council of Ministers meeting. The guarantees cover 100% of purchase prices for habitual and permanent residences, helping households overcome initial financing barriers while managing mortgage payments. The government also subsidises interest for the first seven years, responding to high rental demand—over 70% of residents rent their homes.

Marsol reported five new proposals under review by assessors, including one from Borda Nova 1, with 38 applications pending overall.

On rentals, the Font de Ferro expansion adds three ground-floor units previously designated for other purposes, adapted due to urgent housing needs and the government's financial position. Contractor Cevalls, which rehabilitated the building, will handle the €360,000 works—including interior partitions, kitchens, bathrooms and a new lift serving all four floors—within four months. The site lies along Carretera General 1 in Aixovall, Sant Julià de Lòria parish.

Further expanding the public rental stock, Marsol said a tender for leasing buildings from owners unwilling to sell will launch next week. At least two well-finished structures interest officials, suitable for quick conversion with minimal investment and available for a minimum 30-year lease. For six properties offered in the purchase tender closed late June, assessors are now valuing acquisition prices and checking habitability without major reforms. A €30 million budget for land, transfers and purchases can be reallocated, such as shifting funds from transfers to rentals.

Marsol framed these steps as central to the housing strategy, combining ownership aid with rentals amid high demand, with plans to assess and adjust the programme.
