Government shifts to a Canillo property for rental after dismissing the risky La Massana site

Andorra's government has rejected a proposal to add a private building in La Massana to the public rental housing stock because it sits in a risk zone, Housing Minister Conxita Marsol has confirmed.

The decision came after the tender deadline expired on Monday, August 17. Officials are now pursuing the sole remaining rental option, a property in Canillo. "We will carry out an appraisal to present an offer to the owner for the lease," Marsol stated.

Separately, purchase negotiations continue for four buildings to bolster public housing: one in Andorra la Vella, two in Sant Julià de Lòria, and one in Canillo. Valuations for all have been completed and sent to the owners, who will determine whether to proceed and negotiate prices. Marsol indicated that any deals would stay within the allocated budget, depending on owner responses.

For the Borda Nova I development, 48 families on the housing register qualified, with 41 applying. Assignments followed family size and unit types, leaving some flats vacant due to profile mismatches—such as applicants seeking one-bedroom units when two-bedroom options remained. The remaining units will reopen for bids once new eligible applicants register.

The register holds about 1,300 applications, with 422—roughly 31%—approved and 115 pending review. Marsol stressed that rules will stay adaptable to match applicant needs. Around 40 people currently have favorable resolutions for affordable rental flats.
