Andorra Public Administration Hits Record 330,129 Procedures in 2025
Public procedures reached a record high, driven by gains in both traditional and digital channels. Electronic filings rose sharply, comprising over a third of total volume, while in-person activity focused on vehicles and licenses.

Andorra's public administration processed a record 330,129 procedures in 2025, up 6.4% from the previous year, with traditional channels handling 213,972 and electronic platforms accounting for the rest.
The Statistics Department reported that in-person submissions rose 6.2% to 213,972, representing 64.8% of the total. Of these, 87% were resolved within 24 hours and 13% required formal resolutions. Outcomes included 76.6% fully closed, 15% informed, 6% pending, 2.4% withdrawn or cancelled, and four via administrative silence.
The Tràmits Service managed 91.6% of traditional procedures. Vehicle-related filings led at 15.6%, followed by driving licences (12.8%), notary registrations (7.4%), non-resolution items (5.6%), and passports (5.4%). Parishes handled the remainder, with Encamp (3,588) and Escaldes-Engordany (3,562) highest, followed by Andorra la Vella, La Massana, and Sant Julià de Lòria (2,500-3,000 each), Canillo (over 1,600), and Ordino (around 1,000).
At government offices, 63.6% of Tràmits Service cases came through the main administrative building, 19.7% online, 9.4% at Prat del Rull, and 7.3% via extranet. Among 77,642 other government procedures, immigration authorizations took 35.1%—nearly half of Immigration Services' volume—followed by 23.2% via parishes, 14.2% Police, and 12.6% Tax Administration, with others at Trademarks or embassies.
Activity peaked from 9am to 1pm (65.4%), on Tuesdays (21.3%), Wednesdays (20.9%), Thursdays (20%), and in July (10.8%), October (9.5%), and December (9.3%). August (6.3%) and February (7.3%) were quietest.
Electronic procedures jumped 20.6% to 116,157, or 35.2% of the total, led by Indirect General Tax (IGI) filings (36.4%), personal income tax (IRPF) declarations (28.3%), and corporate tax (IS) (11.8%). New services included rental housing aid (7%). July and September saw highest electronic volumes, with sharp year-on-year gains in December and February.
