Andorra Advances Temporary Immigration Permit for Construction Projects

The Andorran government is advancing amendments to the Immigration Law to create a temporary quota for construction workers tied specifically to individual projects, as confirmed by Minister and government spokesperson Guillem Casal.

Casal detailed the initiative during a press conference following a Council of Ministers meeting. The measure, proposed by the Andorran Construction Contractors Association (Acoda), would grant permits valid only from the start to the completion of a designated work site. Workers would need to leave the country once the project ends, addressing acute labor shortages during peak periods when multiple jobs overlap.

Acoda raised the idea during summer meetings with executives, where officials responded favorably. Interior Minister Ester Molné reviewed the proposal, but current legislation lacks provisions for such targeted authorizations, requiring a legislative update. The government plans to introduce the bill during the final parliamentary session before elections, though no exact submission date has been set.

Casal emphasized the quota's role in meeting fluctuating sector demands without long-term commitments. Further refinements are underway to integrate it into the immigration framework.

The announcement aligns with broader government efforts on housing and digital infrastructure discussed at the same meeting, including approval for designing 30 affordable rental units in La Massana's Aldosa neighborhood and defending funding for Andorra Digital.
