Andorra's General Council Launches €969K Tender for Casa de la Vall Rehab Phase Two

The General Council has launched a public tender for the second phase of rehabilitation works at Casa de la Vall, with an estimated budget of 968,994.59 euros and a five-month execution period once underway.

The call for bids appeared this Wednesday in the Butlletí Oficial del Principat d’Andorra (BOPA). This phase will complete previously planned interventions while adding new ones linked to future exhibition spaces in the historic building, once Andorra’s parliament seat and a key cultural asset classified as a Bé d’Interès Cultural.

Key works include sealing the underground passageway connecting Casa de la Vall to the General Council with a wall and door to block drafts, plus adding a storage cabinet near reception. On the ground floor, plans call for installing a ticket counter cabinet, upgrading lighting in the shop and hallway areas, replastering the Tribunal de Corts room with lime mortar, removing a public-area cabinet, and restoring exterior-facing access doors, windows, and the main entrance portal with its coat of arms.

Upstairs, the lift cabin will be finished, audiovisual systems updated, water and electrical installations renewed, exterior windows restored, and new furniture supplied for the syndics’ room. Further efforts target the roof—accounting for about a third of the budget—with full renewal of the slabs, towers, and attic to prevent water leaks and ensure structural integrity.

Technical upgrades dominate, covering air conditioning, new wiring, pending plasterwork, and accessibility ramps. Bidders must attend a mandatory site visit on 10 June at 3pm to review technical details and obtain required documentation; offers are due by 3 July via the public procurement platform.

Syndic Carles Ensenyat announced last December, upon reopening after the first phase, that completion was targeted for 2026 to modernise the site, boost safety and sustainability, and restore its original character by removing non-period elements. Though he anticipated a February tender to finish by year-end, bids opened in mid-May, with envelopes due early July—leaving uncertainty over timelines. The project memorandum, by architect Enric Dilmé, covers the basement, ground floor, first floor, attic, and roof.
