Andorra la Vella Scraps Vall d'Enclar Natural Park Plan
Parish council shelves project after feasibility study deems it unviable, shifting focus to cultural and heritage promotion instead.
Key Points
- Feasibility study by BMS Consultoria (12,800 euros) found natural park unviable due to existing natural protection.
- Valley’s orography and access already ensure preservation, making formal designation unnecessary.
- Council drops electoral promise from 2023 program, updates Comunal Action Plan accordingly.
- Recommends promoting historical, archaeological, and landscape heritage with controlled access.
Andorra la Vella's parish council has ruled out creating a natural park in the Vall d'Enclar valley, deeming the project unviable after a commissioned feasibility study returned negative findings.
Consol Major Sergi González announced the decision during the presentation of the Comunal Action Plan (PAC). The initiative had featured in the electoral programme of the current council majority, which won the December 2023 elections. It aimed to bolster protection of the valley—described as a unique communal space—and highlight its value. However, González confirmed it no longer forms part of the mandate's objectives.
The council hired BMS Consultoria Estratètica for a 12,800-euro study to assess the project's potential. The report concluded the plan is not feasible, noting that the valley's orographic features and difficult access already provide natural protection. As a result, formal designation as a natural park is unnecessary to ensure the area's ongoing preservation.
Instead, the study recommends shifting focus to cultural and heritage promotion. It suggests emphasising the valley's historical, archaeological, and landscape elements, allowing for respectful public outreach and controlled access while preserving the environment.
This outcome means the council will fall short of fully implementing its 2023 electoral programme. The parish had taken initial steps, including commissioning the study, but has now shelved the idea in line with its conclusions. The PAC, published on the council's website, echoes these points, prioritising compatible preservation and promotion strategies.
