**Encamp breaks ground on new senior residence, Andorra's first outside central valleys**

Construction has begun on a new sociosanitary centre in Encamp, marked by a ceremonial laying of the first stone attended by Head of Government Xavier Espot, Encamp's senior councillor Laura Mas, and MoraBanc delegate director Lluís Alsina.

The Ossa-Senior Living facility will provide 120 assisted living places and 30 day centre spots with round-the-clock care. Expected to open in 2028, it represents the parish's first such centre beyond Andorra la Vella and Escaldes-Engordany. The project, costing around €17 million, stems from public-private collaboration involving the government, Encamp commune, MoraBanc—which covers half the funding—and other private investors.

At least 55% of places will be government-funded, with priority access for Encamp residents to the remainder under a commune agreement. The site lies between Avinguda Príncep Benlloch and Carrer Prat Gran de l'Areny, on former Prat Gran land, where initial site preparation occurred this week ahead of Tuesday's event.

Espot described the initiative as key to addressing Andorra's demographic shift, with longer life expectancies demanding policy adaptations for quality ageing. He stressed its role in decentralising services, noting that a society caring for its elderly becomes more cohesive and forward-looking.

Mas pointed to Encamp's "significant shortfall" in elder care, given nearly 2,000 residents over 65, and said the centre would offer companionship, dignity in later life, and the chance to stay near family and community.

Alsina highlighted the partnership's strength, saying it unites efforts for the parish and country. He noted strong investor interest, with expressions of support exceeding needs threefold, reflecting enthusiasm to contribute.

All three speakers endorsed expanding public-private models. Espot mentioned ongoing work on a Massana public housing project, with tender specifications forthcoming via the Andorran Family Business Association and Andorran Business Confederation to ensure long-term affordable rentals.
