The Andorran government has approved the fifth amendment to the Centre Hospitalari Andorrà (CHA) regulations since 2016, removing the role of assistant clinical directors and revising selection committee rules to align with the current SAAS collective bargaining agreement. The decree, proposed by the Servei Andorrà d’Atenció Sanitària (SAAS) board and published this morning in the Butlletí Oficial del Principat d'Andorra (BOPA), takes effect tomorrow.
The reform eliminates article 13, which previously permitted up to six assistant directors in clinical management. No such positions exist today, though three were once in place at a monthly cost of around €2,000 each under current rates. Officials found these roles unnecessary for day-to-day operations, as they had shifted to advisory functions while keeping full pay. In certain instances, the appointments served specific personal needs, raising concerns about cronyism or "amiguisme." Going forward, any targeted advice will use short-term contracts rather than permanent posts.
Article 29, which covers selection committees for filling vacancies, has been overhauled. The committee will include a president with tie-breaking power, a non-voting secretary, and at least one vocal. Exact composition will follow the SAAS collective bargaining agreement in effect at the time. Members from the Consell de Metges acting as vocals must have at least three years of professional experience at SAAS and will rotate every two years. This setup reflects changes since the 2022 agreement, where the works council has pushed for custom committees per vacancy, moving away from the CHA's earlier fixed structure. The new wording provides a generic reference for this adaptability and clarifies the committee's role in all SAAS hiring processes, not just service heads or core staff.
