The Andorran government has formalised a memorandum of understanding with Residencial Parc de l’Ossa Pirineus, SL, to set up a public-private collaboration for a new elderly care centre in Encamp, promoted by MoraBanc.

Under the deal, the government will subsidise between 45% and 55% of the facility’s places once operational, raising the national total of subsidised spots from 270 by 66. Social Affairs Minister Trini Marín and a company representative signed the agreement, with Encamp’s senior councillor Laura Mas present to highlight the parish council’s role.

Marín welcomed the agreement as a follow-up to the initial memorandum signed in March 2023 with the project promoters. She said it reinforces the government’s commitment to expanding social health resources, increasing public residential coverage, and ensuring quality elderly care through private-sector partnerships serving the public interest. The initiative fits within the National Elderly Social Health Plan and aligns with WHO standards for person-centred care during the 2021-2030 healthy ageing decade.

MoraBanc is leading the fully private investment as promoter, financier, and shareholder via an innovative co-investment model for Andorra. The centre will provide 120 assisted living places with round-the-clock services, encompassing personal support, nursing, physiotherapy, cognitive stimulation, sociocultural activities, and programmes to promote autonomy. It will also feature a 30-place day centre offering daytime therapeutic and assistance services for those with mild to moderate dependency.

The operating company aims to match the high satisfaction levels of its Catalan facilities by focusing on the wellbeing of elders and their families. Mas confirmed the project is moving forward steadily, with Encamp council having granted the building licence to allow construction to begin. The facility is due to open in 2028 amid rising demand for elderly care.
