Key Points

  • Tender specs ready by end-2026; construction possible 2027 if viable private bids.
  • January meeting with govt officials including Xavier Espot to draft documents.
  • Facility on govt-owned Casa Rossell land; parish offers tax exemptions.
  • Half places state-funded initially; serves northern valleys and nationwide.

Ordino parish council anticipates completing tender specifications for a new socio-healthcare centre by the end of 2026, with construction potentially beginning in 2027 if private firms submit viable bids.

Cònsol Major Maria del Mar Coma shared the updated timeline in statements to media including the Andorran News Agency (ANA) and others. She highlighted a scheduled meeting in the first half of January with Government officials, including Head of Government Xavier Espot and the Social Affairs department, to draft tender documents and address key hurdles.

The facility would occupy land owned by Casa Rossell in La Cortinada's Camp de Ceró area, where the Government holds title and must grant permission. The parish would offer construction tax exemptions and is discussing possible contributions to parking or other features. Private entities would handle both construction and operations, mirroring the Government's approach at existing centres, since the council lacks the capacity and expertise.

Cònsol Menor Eduard Betriu noted that roughly half the places would receive state funding initially, with the rest private. He expressed confidence the project would advance significantly this term, aiming for tender approval or construction by 2027. Betriu specified the January meeting's goal as "putting things in order" for the tender process.

Coma emphasised the centre's role in serving northern valleys primarily while catering to all Andorrans. She called for Social Affairs to evaluate national demand, as the parish lacks such data. Government involvement in land access and tender terms would accelerate progress, she added.

"No tenim les dades per saber quines són les necessitats d’Andorra, pel que necessitem que Afers Socials ens ajudi en aquest sentit," Coma said. "Està clar que aquest centre, que serviria principalment a la gent de les valls del nord, ha de ser un centre sociosanitari per al conjunt del país. Per això, pensem que el fet que el Govern participi en el terreny i en el plec de bases ens ajudaria molt a tirar endavant aquest projecte."

These details build on Coma's prior parish council comments, reinforcing reliance on private partners.
