The University of Andorra (UdA) is now applying a full waiver of public tuition fees for students with a recognised disability of 33% or higher during the current enrolment period, ahead of the government's approved start date for the 2026-2027 academic year.
The Council of Ministers has endorsed the policy, which exempts fees for official programmes—including bachelor's, master's, doctoral degrees, and advanced diplomas—as well as academic, administrative, and secretariat charges. It covers only state-recognised studies, excluding proprietary titles or unrelated services. Students need certification from authorities like Conava; those awaiting approval must pay initially and claim proportional refunds later.
The UdA moved swiftly to implement the measure immediately, citing its institutional commitment to inclusion and the UN Convention on the Rights of Persons with Disabilities. Pre-enrolments for 2026-2027 remain open.
The initiative stemmed from a meeting last year between UdA rector Juli Minoves and Diana Figueras, president of the Andorran Federation of Associations of People with Disabilities (FAAD). Figueras raised it in discussions with officials, including the Ministry of Institutional Relations, Education and Universities. The University Council backed it before government approval.
The FAAD has praised the step as a key advance for equal opportunities in higher education, fulfilling long-held demands. The timing aligns with the National Day of Persons with Disabilities on April 20, when the UdA will host events alongside the Ministry of Social Affairs and FAAD to highlight these changes.
Supporting resources include the UdA's Inclusivity Plan, Student and Staff Accompaniment Service (SAEP), and Guidance and Coaching Service (SOC), providing academic and professional support for those with specific needs.
