Andorra Adds Mexico to International Adoption List for Local Families

Andorra’s Ministry of Social Affairs has added Mexico to the list of countries available for international adoptions by local families. Mexico now joins Côte d’Ivoire, the Dominican Republic, Slovakia, Chile, the Philippines, and Colombia as an option for processing adoption cases.
This development follows Mexico’s Central Authority agreeing to accept applications from Andorran families through Andorra’s own Central Authority. Both nations are signatories to the Hague Convention on Intercountry Adoption, which ensures legal safeguards, administrative oversight, and respect for children’s rights throughout the process.
Andorran families can now direct their international adoption files toward Mexico, with support from the ministry’s Central Authority – Specialised Adoption Service. The service provides technical and administrative guidance to handle the sensitive nature of these cases for both children and prospective parents.
The agreement expands choices for Principat residents seeking to welcome children declared in situations of abandonment into stable homes. It aligns with government efforts to protect vulnerable children awaiting permanent placement.
A delegation travelled to Mexico City to finalise the cooperation, led by Andorra’s ambassador to Mexico, Joan Forné, alongside Ruth Mallol and Bruno Martínez from the Specialised Adoption Service.
Adoption activity remains low. In 2025, one adoption – national or international – was completed, compared to two in 2024 and three in 2023. Meanwhile, the post-adoption monitoring service assisted 48 families and tracked 16 children, teenagers, and young people during their adjustment.
