The Andorran Council of Ministers has approved an internal mobility competition to fill 28 permanent positions for teachers and professors in the education system, open exclusively to active substitute teachers with at least five uninterrupted years in the same role.
The initiative, proposed by Minister of Institutional Relations, Education and Universities Ladislau Baró, forms part of the 2016 structural substitute consolidation plan, which has already stabilised more than 100 positions. Government spokesperson Guillem Casal highlighted that the vacancies support the government's commitment to secure 75 roles over this legislative term. The positions fall under the Department of Andorran Schooling, Andorran Training, and Vocational Training.
Of the 28 vacancies, 14 target early years and primary education: 10 French-language teacher roles, two French-language arts teachers, and two physical education teachers. The other 14 are for secondary education and Bachillerat, including four physical education positions, five mathematics roles, and five for physical and natural sciences.
Applicants must pass a professional written and oral exam, a psychotechnical test, and a competency-based interview. Scoring will also consider merits such as additional training beyond entry requirements, experience in education technician roles, and multilingual proficiency. Applications must be submitted by 21 January 2026 via the e-tramits.ad portal or in person at the Government's Tràmits Service in Andorra la Vella, addressed to the Human Resources Area in Baró's ministry. Successful candidates must start by 1 September 2026 for the 2026-2027 school year.
In the same Wednesday session, the Council authorised a state bachelor's degree in finance and accounting, requested by UNIPRO Digital University and proposed by Baró. The programme will join Andorra's official university catalogue, preparing professionals for roles in accounting, taxation, financial management, consulting, fiscal planning, business plan development, budget management, and data-driven decision-making in public and private sectors. UNIPRO intends to launch it in upcoming academic years, with practical elements tailored to market demands and compliant with standards from the Andorran Agency for Higher Education Quality (AQUA).
