Andorra's seven parishes authorised more than 1.5 million square metres of new construction between 2019 and 2024, highlighting a significant urban expansion across the Principality.
According to a report from the General Council's study commission, this totals an average of over 200,000 square metres validated each year. Of the approved projects, 600,000 square metres—40% of the total—remain under construction, while another 300,000 square metres, or 30%, have yet to begin.
The data, gathered from requests to local parish authorities, reveal a heavy concentration in the central valley. Andorra la Vella and Escaldes-Engordany account for half of all authorised surfaces during this period.
The commission, which has been examining key issues for reforming the General Territorial Planning and Urbanism Law (LOGTU), released these figures as part of its recent opinion. The findings underscore the pace of development in the country.
In response to the initial data, the commission sought further details from the parishes, including breakdowns of authorised areas by intended use—such as housing, offices, hotels, retail, parking, industrial or agricultural—and information on approved partial plans, covering locations, surfaces, land cessions and projected buildable areas.
As of the report's completion, those additional responses were still pending.
