Andorra Crime: Fraud Surges 27%, Property Theft Rises Amid Mixed Trends

Fraud cases in Andorra climbed to 174 in 2025, marking a 27% increase from 137 in 2024 and more than doubling the 85 recorded in 2021, the Public Prosecutor's Office annual report shows. Over five years, the total rose 104.71%, with 100 cases in 2022 and 168 in 2023.
Property crimes reached 623 last year, up 4.88% from 2024 but below the 2023 high of 689. Misappropriation offences accounted for 43% of the total at 271 cases, a modest 1.50% rise from 267 the prior year and down from 299 two years earlier, though still well above 164 in 2021. Merchandise thefts—primarily clothing, tobacco, alcohol or accessories valued between €600 and €6,000—surged 23.73% to 146 from 118, comprising 60% of relevant cases and over 2.5 times the 58 in 2021. The trend built steadily: 93 in 2022, 120 in 2023, a slight dip to 118 in 2024, then the latest jump. Officials attribute some to occasional hits by international organized groups on major retail sites.
Other misappropriation patterns showed mixed results. Qualified improper appropriations over €6,000 rose sharply from 7 to 36 cases in one account, or to 26 in another—a jump of 271% to 414%. Those valued €600 to €6,000 increased from 15 to 22 (+46.67%). Qualified thefts above €6,000 grew 50% to 21. Burglaries declined 37.50% from 64 to 40, while vehicle thefts over €2,000 fell from 15 to 5. Damage offences dipped slightly from 153 to 148. Punishable insolvencies, extortions and receiving cases also dropped sharply, with just two receiving incidents.
Sexual offence proceedings totalled 112 in 2025, down 11.81% from 127 in 2024. About 20 cases (17.86%) involved child pornography and exhibitionism, a decrease from 34 the year before. Sexual assaults and abuses rose slightly to 45 from 43 (+4.65%), rapes fell to 15 from 23 (-34.78%), and harassment cases dropped to 24 (-4%). Prostitution-related offences climbed to seven from two (+250%), the highest in a decade and matching 2013-14 peaks after years of minimal activity. One human trafficking case marked the sole instance in five years. Greater visibility in parishes including Encamp, Escaldes-Engordany and Andorra la Vella prompted intensified police scrutiny, driving more prostitution probes amid sustained pressure on sexual crime caseloads.
New figures also cover public safety offences, which totalled 423 cases or 11.29% of 3,748 overall crimes—slightly below 2024's 3,840 total. Traffic safety violations dominated at 411 cases (97.16% of the category), down 1.67% from 418. Driving with alcohol levels over 0.8 g/L rose 14.19% to 354 from 310, while other alcohol- or drug-related driving fell 52.22%. Refusals to take breath tests declined 33.33%. Fiscal General Xavier Sopena noted better awareness that refusals are criminal. Weapons offences, especially prohibited blades, dropped 38.89%.
