Civic agents in Andorra la Vella conducted 702 checks during the first quarter of 2026, issuing 80 warnings and 11 fines as part of an ongoing initiative to increase street presence, promote civic behaviour and improve public spaces. Officials presented the updated figures at a recent town meeting, emphasising that 88% of interventions focused on awareness rather than penalties.
Community violations topped the list with 517 checks, resulting in 49 warnings and five fines for issues including terrace closing times, out-of-hours noise, waste disposal, urban furniture maintenance and graffiti. Pet rules, enforced by agents since late 2025, accounted for 102 checks, 25 warnings and six fines, mostly in March after an initial emphasis on education. Last year, authorities issued 37 fines to dog owners for failing to leash animals or pick up waste, according to Councillor Jordi Cabanes, responsible for public services, environment and natural heritage.
Traffic enforcement in high-risk areas surpassed 100 checks, identifying 68 offences: 42 involving mobile phone use while driving, 17 for seatbelt non-compliance and six for improper manoeuvres. Councillor Xavier Surana, who oversees traffic and parking, announced plans to intensify monitoring.
Leaders highlighted persistent challenges like graffiti, which raises cleaning costs—private building owners bear responsibility for facades—and vandalism at Rec del Solà. Repairs there required replacing three signs, three dog-bag dispensers, two railing sections and three information panels, plus litter clearance and blower cleaning along 1,800 metres of path. Cabanes noted the strain on natural areas and budgets, while Surana urged residents to report incidents for a tidier parish.
To combat misconduct, the commune plans 200 new surveillance cameras in 2026, bringing the total near 400 across communal spaces, car parks, playgrounds, the river promenade and streets. Cameras will also target elevators like those at Quirola and Plaça del Poble, following public calls at the meeting. A scooter safety campaign aims to reduce accidents and ease shared space conflicts.
Surana described the agents' work as effective for boosting coexistence, hygiene and public respect, with daily noise and road safety checks continuing. The meeting also touched on broader concerns, including litter like cigarette butts and unclean elevators.
