Andorra la Vella authorities issued 77 fines for public incivility in 2025, marking a 75% increase from the 44 sanctions recorded the previous year.
Councillor for Traffic and Parking Xavier Surana attributed the rise to strengthened municipal oversight, particularly the introduction of civic agents who patrol streets daily, both in uniform and plain clothes. This has enabled quicker responses, prevention of antisocial behaviour, and enforcement against actions that harm public spaces and community living.
Dog-related violations topped the list, with 37 cases mainly involving failure to clean up animal waste or walking pets unleashed in prohibited areas. Other infractions included 22 fines for general public hygiene issues, 10 for breaches of terrace regulations, and eight for improper bicycle use in pedestrian zones.
Surana emphasised ongoing awareness campaigns and education efforts, but stressed the need for penalties when these prove insufficient. "A clear and sustained presence on the streets allows us to detect and address uncivil conduct more effectively," he said.
The 2025 figures continue an upward trend in enforcement, moving well beyond previous years' levels and reflecting the dual role of civic agents in informing the public and intervening directly on ordinance violations.
