Andorra la Vella's parish council unveiled its proposed 2026 budget on Tuesday, totaling around 60.5 million euros, with 13 million euros earmarked for investments—a 18% increase from 2025 and 21% of the overall figure.

The consuls major Sergi González and minor Olalla Losada presented the plan ahead of its formal submission on Thursday. They stressed the need for increased central government transfers to the capital, given its oversized public services, administrative buildings, and educational centres that serve the entire country despite its 25,000 residents. "Andorra la Vella should receive more transfers from the government," González said.

Investments focus on three priorities: housing and social facilities; urban quality of life and economic development; and natural surroundings and sports. Key projects include a new casa pairal and public square at the Cedre building in Santa Coloma, featuring 30 affordable housing units handed over to the government to address housing shortages and an ageing population. The Calones building will undergo major refurbishment from 2026 to 2027, including facade repairs and upgrades for residents over 65—a technically challenging effort described by Losada as one of the mandate's largest.

Under the Reviu programme, 750,000 euros will rehabilitate vacant homes in the Jaume I building. The Espai Capital initiative receives 500,000 euros for detailed planning, linking to the new casa pairal. Urban improvements cover sidewalk renewals, pedestrian crossings, and public spaces in neighbourhoods like Ciutat de Valls and l’Aigüeta, plus renovations to the Teatre Comunal and Margineda community gardens.

Sports allocations include 450,000 euros for Serradells sports centre changing rooms and 350,000 euros for the Estadi Comunal pavilion roof. Environmental measures feature firebreaks in Solobre and Santa Coloma's obaga area, 35,000 euros for climate shelters, and 85,000 euros for playgrounds.

Opposition councillor David Astrié, from the Democrats, criticised the budget—noted as 60.4 million euros in his opinion piece—as allocating 70% to current spending, with personnel costs at 21.5 million euros amid raises and new hires. He highlighted rises in outsourced services to 21.7 million euros, a 7.2% revenue increase driven by a 30.7% urban planning boost via construction fees, property transfer taxes, and real estate income. Astrié also flagged planned price hikes for Serradells sports centre and parking, calling them essential for daily health, leisure, and mobility rather than minor extras.
