Spending on non-contributory benefits and welfare pensions in Andorra reached €14.8 million in 2025, according to Statistics Department data, driven by double-digit rises in solidarity benefits and elderly solidarity pensions amid a persistent decline in non-contributory pensions.

Solidarity benefits under Article 20 totalled €5.356 million, a 14.6% increase from 2024, supporting an average of 399 recipients monthly—218 women and 181 men. This marks a steady rise since 2021. Beneficiaries were predominantly middle-aged, with 51.1% aged 46-65, 17.8% aged 36-45, 15.5% aged 26-35, 9.8% aged 66-75, and 5.8% aged 18-25. By nationality, Andorrans led with 227, then Spaniards (95), Portuguese (56), French (7), and others (14).

Elderly solidarity pensions amounted to €9.413 million, up 14.2% year-on-year, with 1,425 average monthly recipients—962 women and 463 men. Nearly 89.3% were aged 65-85. Spaniards were the largest group at 725, followed by Andorrans (346), Portuguese (170), French (43), and others (141). Non-contributory pensions from the Ministry of Social Affairs, by contrast, totalled €45,721, aiding just 12 recipients monthly—11 women and 1 man, all over 95. Andorrans numbered eight, Spaniards four. Andorra la Vella accounted for 40%, with Escaldes-Engordany and Sant Julià de Lòria each at 17.1%; the rest split evenly among Encamp, Ordino, and La Massana. This ongoing drop since 2021 underscores the programme's shrinking role in Andorra's social welfare system.
