Andorran courts opened 112 proceedings in 2025 related to crimes against sexual liberty, marking an 11.81% decline from the 127 cases recorded the previous year, according to the public prosecutor's annual report.

Among these, around 20 cases involved child pornography and exhibitionism, accounting for 17.86% of the total. This figure represents a sharp drop from 34 cases in 2024—a reduction of roughly 41%—though it still highlights the category's significant burden on judicial resources due to its technical and procedural complexity.

Fiscal General Xavier Sopena noted during the report's presentation that such cases demand substantial time and effort, even if not the most numerous. He warned that staffing vacancies exacerbate delays, with one gap creating a direct workload strain.

Other breakdowns showed 45 proceedings for sexual assaults and abuse, up 4.65% from 43; 15 for rape, down 34.78% from 23; 24 for harassment, down 4%; seven for prostitution facilitation, up 250% from two; and one for human trafficking—the only such case in five years.

The rise in prostitution cases stood out as the highest in a decade, matching the 2013-14 level after years of minimal activity. Increased visibility in parishes including Encamp, Escaldes-Engordany, and Andorra la Vella prompted more intensive police monitoring, leading to additional investigations.

Overall, the prosecutor's office pointed to fewer rape cases as a positive development, despite slight upticks in assaults and prostitution-related matters. The data reflect sustained pressure on the justice system, with sexual assaults showing long-term growth following legislative changes that strengthened their classification.
