The Caixa Andorrana de Seguretat Social (CASS) board approved 15 candidate lists for the 17 June elections to choose insured representatives on its council, a 20% rise from the 12 lists in 2022.
The approval followed the 11 May meeting and was published in the official BOPA gazette, complying with the Social Security Law and CASS electoral rules. The lists break down into seven for salaried workers and equivalents, five for pensioners, and three for entrepreneurs and self-employed. CASS president Marc Galabert welcomed the variety, including mixed groups, all-women, and all-men slates. He linked the shifts—salaried lists falling from 10 to seven, pensioners climbing from one to five, and entrepreneurs from one to three—to worries over pension reform and healthcare challenges, recently flagged by the International Monetary Fund. "That is a legitimate reading," he said, adding that high initial interest in candidacies, even if some did not formalize, signals public engagement.
Galabert cautioned that more lists do not guarantee higher turnout, historically low at nearly 5% in 2018 and just under 3% in 2022. The goal remains simply to beat the latest mark through institutional promotion on social media and easier access. The electoral roll lists 89,358 voters: 47,055 salaried and equivalents, 20,548 pensioners, and 21,755 entrepreneurs or self-employed. Non-citizens, temporary workers, and those qualifying in multiple categories can participate, and individuals may vote across colleges based on their status.
Salaried lists are led by Miquel Àngel Adran Garcia (alternate: Rosa Alonso Pallé), Mercè Avellanet Viladomat (Anna Boada Pladellorens), Anna Maria Carrion Tor (Maria Teresa González Fuentes), Maria Neus Cervera Pallejà (Manel Adran Nieto), Salustià Chato Cipres (Celia Realp Juarez), Montserrat Martinez Vecina (Natalia Caelles Jove, a sitting council member), and Ramon Pedrosa Parra (Juan Parra Belmonte).
Pensioner candidates include Ignasi Arbusa Gusi (Anna Teresa Galbe López), Pere Canturri Campos (Maria Auxiliadora Armengol Fàbrega), José Garcia Nebot (Ramon Maria Oliva Cuscullola), Florenci Pla Altisent (Silvia Ortega Montsant), and Lluís Ramon Samper Pascual (Rosa Alcobé Magre).
Entrepreneur and self-employed lists feature Daniel Armengol Bosch (Francesc Pallàs Viladomat), Manuel Carranza Ferrer (Òscar Enrique Becerra Cremidis), and Alejandro Llige Puig (Alexandre Ballestà Alias).
All lists met requirements without problems. Voting runs 8am to 9pm on 17 June at CASS headquarters, with deposit voting from 8-16 June at CASS offices and one-day itinerant stops per parish: Canillo on 8 June, Encamp and Pas de la Casa on 9 June, Ordino on 10 June, La Massana on 11 June, Andorra la Vella on 12 June, Sant Julià de Lòria on 15 June, and Escaldes-Engordany on 16 June (until 1pm there). Parish hours are 8am to 2:45pm. Full-week sites were dropped due to staffing needs of 32-35 people daily and high opportunity costs. Campaigns span 6-15 June, with 16 June as reflection day but deposit voting ongoing. Accessibility includes easy-read materials with pictograms online and adapted ballots for visual or hearing impairments. The budget is about €60,000, similar to before despite rising supplier costs. The council has eight members: four government-appointed and four elected.
