Andorra Police have started issuing €600 fines to campervans, motorhomes, caravans, and adapted vehicles such as vans caught overnighting or camping outside designated areas, as enforcement began on Wednesday under the 2025-updated General Tourist Accommodation Law.

The initiative, agreed with the Ministry of Tourism and Commerce, follows an adaptation period to raise awareness of the rules treating these vehicles as tourist accommodations. Penalties drop to €300 for immediate payment, while failure to pay can lead to vehicle immobilization. Road Safety officers, Public Safety teams with traffic specialists, and Borders and Immigration agents will conduct checks. Signage and information are being expanded at former unauthorized hotspots to direct users to approved campsites, camping zones, and motorhome areas across the parishes.

Parish leaders in Ordino and Encamp support the measures to balance tourism with public space management amid seasonal demand. Ordino's Cònsol Menor Eduard Betriu emphasized the need for regulation to protect environmental and residential areas. The parish has consulted motorhome associations for months and offers zones for 48-hour to seven-day stays, where vehicles stay put on weekdays and shift only at weekends. Residents get annual passes for around €200, with separate tourist fees. Betriu noted heavy summer traffic, driving service expansions.

Ordino is developing a motorhome parking area at the base of Ordino Arcalís ski station, focused on rest and overnighting. Though early-stage, initial spaces could open this year without full services, providing access to Tristaina, Creussans, and the solar viewpoint. A second site with complete facilities is planned at Plana dels Camps in central Ordino.

Encamp's councillor for Finance, Sports, and Economic Reactivation, Nino Marot, praised uniform rule enforcement, saying it optimizes spaces for everyone.

Daytime parking is permitted at sites including Terres Primeres, Cortals d’Encamp, Feixes del Funicamp, Canrodes, Prat del Roure, and Camí de la Font de la Roda. Overnight stays are restricted to regulated campsites such as Santa Creu, Casal, Janramon, Xixerella, and Valira.
