Two Catalan judges have been selected to join Andorra's pool of substitute magistrates for the coming year, available to step in during emergencies.
Montserrat Morera Ransanz and Meritxell Quella Fortuño were chosen through a merit-based competition that opened in May and concluded recently. Morera heads a commercial court in Barcelona, while Quella leads a contentious-administrative judicial office in the same city. Both bring broader experience: Quella has also served in the Basque Country, among other postings.
The pool, maintained by the Consell Superior de la Justícia, provides on-call replacements for sitting magistrates if urgent needs arise. Sources from the council confirmed the women are now part of this year's group, ready to fill in as required.
This mechanism, though rarely used to date, is enshrined in law and will see an annual call for substitutes going forward. Council representatives noted it ensures preparedness, even if activations remain infrequent.
