Andorra's Co-Princes to Preside Joint Session for First Time During Macron Visit

**For the first time in Andorra's history, the two Co-Princes will preside over a joint session of the General Council during French President Emmanuel Macron's visit on 27-28 April.**

Macron will arrive in the Principality on the afternoon of 27 April, with the main institutional event organised by the General Council taking place the following morning. The schedule begins at around 11am in Plaça Príncep Benlloch, in front of Andorra la Vella town hall, where nearly 1,000 schoolchildren from all educational systems will welcome the French Co-Prince. He will walk along Carrer de la Vall to the main entrance of Casa de la Vall, greeted there by the Episcopal Co-Prince, Josep-Lluís Serrano Pentinat.

Inside, the two leaders will meet authorities and sign the Book of Honour in the syndics' office. They will then preside over the traditional session—a historic first, with both seated together in the parliamentary chamber. Deputy Syndic Sandra Codina described the moment as highly significant, projecting a powerful image of institutional unity.

Síndic General Carles Ensenyat will open proceedings with a speech, followed by one from Macron. Councillors will wear traditional tricorn hats and gambeto robes, while syndics don bicorns and capes. The session, structured similarly to the Episcopal Co-Prince's constitutional oath last June, will last about an hour to an hour and a quarter.

Afterwards, participants will move outside for a flag-honouring ceremony in Plaça del Consell General and an official photo on the steps of Casa de la Vall. Public access to the square will be restricted for security reasons. Macron will then head to Plaça del Poble to address citizens.

The Junta de Presidents meeting, which detailed these plans, also approved the agenda for the 30 April session—12 items, including bills on nationality reform, civil registry, workplace gender equality, general tourism, and an amendment to the rental 'unfreezing' bill. Legislative commissions were assigned: Economy for the 2027-2030 housing rental framework; Education, Research, Culture, Youth and Sports for trademark law changes, archives and documentary heritage, and higher education quality agency fees (pending admission); Social Affairs and Equality for children's and adolescents' rights updates; and Justice, Interior and Institutional Affairs for penal code reforms. The next Junta meeting is set for 4 May at 4pm.
