Andorran Feminists Urge Macron to Fully Legalize Abortion as Co-Prince

Acció Feminista d’Andorra has written to French President Emmanuel Macron, in his role as co-prince, urging him to ensure full legalisation of abortion in the Principality ahead of any reform.

The group delivered the letter during Macron’s official visit on Monday, expressing concern that ongoing discussions risk producing only a partial decriminalisation through changes to the Penal Code. They warn this would fail to secure a fundamental right, leaving women penalised and forced to travel abroad for the procedure, thus perpetuating inequalities.

Acció Feminista highlights the contrast with France, where abortion rights are enshrined in the constitution under Macron’s leadership. Andorran women, they state, seek identical protections: fully legal, accessible within Andorra, free as a medical service, safe, confidential, and supported by comprehensive medical, psychological and social care. The association calls this a “unique opportunity” for Macron to align Andorra’s standards with those of its neighbour and avoid a merely symbolic outcome.

Head of Government Xavier Espot, speaking after bilateral talks with Macron, acknowledged a shared will to progress but stressed the need for realism, prudence and ambition without straining Andorra’s institutional framework. He noted a tight timeline and the importance of consensus to advance women’s rights while preserving the co-principality’s eight-century-old structures. Espot described Macron as fully aware of local realities and sensitive to the issue.

In a public address at Plaça del Poble, Macron endorsed the government’s proposal as “proportional” and on the right path. He said advances in decriminalisation must respect institutions, balances and traditions, while framing the debate within broader equality goals. The co-prince expressed hope that committed dialogue would soon yield legislative reform addressing public demand.

The talks also covered the EU association agreement, with Macron warning it may not reopen if rejected, and cross-border issues like the recent RN20 landslide, underscoring needs for better connectivity. Acció Feminista president Laia Ferré voiced disappointment over limited progress since 2019, pressing for clarity to balance institutional constraints with guaranteed rights.
