Andorra Launches Free Accessible Legal Portal with Pre-1989 Laws

The Butlletí Oficial del Principat d’Andorra (BOPA) has expanded its services with free and open access for all citizens to the Portal Jurídic at www.portaljuridicandorra.ad. From today, users can consult the Principality’s updated and consolidated legislation, including all norms in force before 1989.

The portal provides consolidated texts of current laws and regulations, along with historical versions of any that have been amended. Each document includes a status sheet detailing changes, a search function, document index, and printable versions.

A new application has also been integrated to ensure universal accessibility for portal users. This meets current regulations on accessibility and upholds the right to public information and documentation, as outlined in Law 33/2021 of 2 December on transparency, access to public information, and open government.

The tool uses intelligent navigation that adapts to individual user needs, supporting options such as standard keyboards, voice commands, sound emissions, screen readers, and mind-controlled navigation switches. It enables browsing and listening to all published documents. To activate it, users should click the access tab on the left side of the webpage and follow the instructions.

The upgrade stems from an agreement and contract signed between the Government and the Consell General in October 2023 and May 2026. These arrangements share the service provider’s costs equally between the executive and parliament, promoting easy, accessible, and free access to active norms as a core element of transparency and democratic quality.

Citizens can also sign up for free BOPA alerts on topics like tenders, auctions, awards, sanctions, or others of interest. This is done via www.bopa.ad, under the user access section, by selecting preferred themes and organizations.
