Andorra Signs Deal to Simplify Constitution into Easy-Read Format

The Andorran government and the Sindicatura have signed a collaboration agreement to adapt key legal texts into easy-to-read formats, starting with the Constitution.

The deal, formalized on Thursday, involves the Ministry of Social Affairs, the Personal Autonomy Department, the Nostra Senyora de Meritxell Private Foundation, and a specialized firm contracted for the adaptations. Social Affairs Minister Trini Marín explained that the effort aims to make public documents more understandable, beginning with the Constitution as the foundational law, though the final choice remains open. Work will then extend to other laws directly impacting people with disabilities.

Marín stressed that the process goes beyond those with disabilities, benefiting all citizens who struggle with complex legal language. She cited administrative resolutions, such as those from the Andorran Social Security Fund (CASS), which has already begun using easy-read formats to clarify why requests are approved or denied. While ideally completed in a year, Marín noted the timeline will be longer, requiring rigorous reviews and validations to ensure the simplified versions retain the original meaning. Adapted texts will serve an informative purpose only and hold no legal value, unlike official versions in the Official Bulletin of the Principat d'Andorra (BOPA).

General Sindic Carles Ensenyat framed the initiative within this legislature's accessibility commitments, following improvements to the parliament's physical site and digital channels. He argued it removes documentary barriers, akin to universal design like ramps that aid everyone, not just wheelchair users. Even those familiar with bureaucratic texts often face interpretation challenges, he added.

The agreement splits costs 50-50 between the government and the Consell General, with initial results expected in coming months before gradual expansion.
