Andorra Opposition Demands BPA Financial Data After Government Blocks Access

Andorra's Social Democratic Party (PS), also known as the GPS, has appealed to General Syndic Carles Ensenyat for support after the Finance Ministry refused to provide detailed balance sheets and results for Banca Privada d'Andorra (BPA) from 2014 to 2025.

The opposition group made the request following AREB's stance—the State Agency for the Resolution of Banking Entities—that the documents are confidential under secrecy rules. AREB has overseen BPA since intervening in its operations and initiating liquidation.

PS lawmakers highlighted recent changes to General Council regulations, which they say require public bodies to release such data for parliamentary oversight. They dismissed the government's narrow view as an obstacle to proper scrutiny.

In their statement, the party stressed that transparency over public funds underpins democracy, rendering oversight meaningless without access to details on state-managed entities and decisions affecting national interests. They criticized the executive for fostering institutional opacity.

PS president and parliamentary substitute Pere Baró accused the government of sidestepping parliamentary authority and public accountability, treating AREB-controlled BPA as equivalent to a public body open to review.

The PS has asked the Sindicatura to determine if the denial respects councillors' rights to information needed for fiscalization. AREB has not commented on the appeal.

This move highlights persistent friction over BPA's supervision, with the opposition pressing for clarity on access rights.
