Andorra and Spain Sign Pact for Mutual Recognition of Educational Qualifications

Andorra and Spain have formalized an agreement to mutually recognize the titles, diplomas, and certificates required for access to post-compulsory secondary education and non-university higher education in both countries.

The three-year pact, which renews annually by tacit consent, covers entry to programs such as batxillerat, intermediate and advanced vocational training, professional arts and design courses, and higher-level sports education. It respects each nation's internal regulations and reciprocity principles, while promoting cross-border educational access.

The deal lists specific equivalences: Spanish applicants to Andorran batxillerat may submit their ESO certificate, Grau D tècnic or tècnic superior vocational qualifications, or equivalents. Andorran students applying for Spanish batxillerat require their second-level teaching graduation title. For advanced vocational training (grau superior) and comparable non-university higher studies, Andorran batxillerat, batxillerat professional, and the Diploma Professional Avançat (DPA) align with Spanish batxillerat or Grau D tècnic titles.

Recognition applies only to qualifications needed for entry and does not guarantee admission, especially in programs or institutions with competitive selection. Standard admission procedures and other requirements remain unchanged.

The convention enters provisional effect upon signing and full operation after both governments complete domestic ratification processes. Annexes outline verification of supporting documents and updates through diplomatic notes. A joint working group, with four representatives from each side, will meet at least annually—alternating venues between Andorra and Spain—to monitor progress and suggest revisions.

Officials view the accord as building on existing cooperation to support student mobility while maintaining admission standards.
