Andorra's DA+CC Coalition Scores 58.5 on 2023 Election Pledges

An independent monitoring project rated Andorra's governing DA+CC coalition highest at 58.5 out of 100 for implementing its 2023 election pledges, ahead of opposition parties, though social protection and pensions scored lowest among policy areas.

The 'Traducció Democràtica' initiative published its 'Del programa a l’acció' report on Tuesday, using public data up to 31 July 2026. It reviewed 1,455 commitments from the four parties elected to the Consell General, assessing 1,041 on a 0-100 scale in 25-point increments. The overall average was 40.2, with partial fulfilment most common: 328 pledges at 50 points, 303 at zero, 167 at 25, 123 at 75, and 120 at 100.

DA+CC—made up of Demòcrates per Andorra and Ciutadans Compromesos, with an absolute majority—achieved the top score. Of its 227 pledges, 77.2% were assessable, including 26.9% fully met at 100 points, 15.4% at 75, 29.5% at 50, 21.1% at 25, and 7% at zero. Observers noted the coalition's position in power boosted its delivery compared to rivals.

Policy areas showed wide variation. EU affairs and foreign policy led at 53.8 points, followed by environment, energy and climate at 50. Health scored 42.7, education, research, culture, language and sport 44.4, territory, urban planning and mobility 41.9, economy, taxation and productive sectors 41.2, housing 35.7, and work, salaries and purchasing power 35.6. Social protection, pensions and care lagged at 27.8—the lowest—followed by institutions, administration and justice at 29.6.

Opposition scores were PS+SDP at 36.3 (75% of 431 pledges assessable), Andorra Endavant at 33.8 (75.3% of 131), and Concòrdia at 33.5 (61.2% of 252). Some 411 pledges across all parties lacked enough public evidence for scoring, which the report said does not imply neglect.

Lisa Cruz, founder of the non-partisan group, called the analysis a "documented and understandable snapshot" of observable progress, while highlighting evidence gaps and warning against oversimplifying mandates into rankings.
