Andorra's DA+CC Coalition Scores 58.5 on 2023 Election Pledges

An independent monitoring project has assessed Andorra's governing DA+CC coalition as having implemented just over half of its 2023 election pledges on average, with a score of 58.5 out of 100 across 227 evaluated commitments.

The 'Traducció Democràtica' initiative published its 'Del programa a l’acció' report on Tuesday, reviewing 1,455 pledges from the four main parties that won seats in the 2023 general elections—now nearly four years ago. Of those, 1,041 had sufficient public evidence for scoring on a 0-100 scale in 25-point increments.

DA+CC, led by Demòcrates per Andorra and Ciutadans Compromesos and holding an absolute majority in the Consell General, topped the four parties assessed. It achieved 26.9% full implementation at 100 points, 15.4% at 75 points, 29.5% at 50, 21.1% at 25, and 7% at zero. The coalition leads with the highest proportion of assessable pledges at 77.2%.

Performance varied by policy area, with European Union affairs and foreign action strongest at 53.8 points, followed by environment, energy and climate at 50. Social protection, pensions and care scored lowest at 27.8, ahead of institutions, administration and justice at 29.6.

Opposition parties scored lower: PS+SDP at 36.3 across 431 pledges, Concòrdia at 33.5 across 252, and Andorra Endavant at 33.8 across 131. Concòrdia had the lowest share of assessable pledges at 61.2%.

Partial progress was most common overall, with 328 pledges at 50 points (31.5% of those scored). Some 618 commitments fell into the 25, 50 or 75 range, reflecting early or ongoing work. The full breakdown showed 303 at zero, 167 at 25, 328 at 50, 123 at 75, and 120 at 100.

Lisa Cruz, founder of the non-partisan 'Traducció Democràtica', said the analysis offers "a documented and understandable snapshot of what can be observed from the election pledges, also showing the limits of available evidence." She emphasised it avoids reducing mandates to single figures or creating party rankings.
