Social Democrats to Grill Andorra Government on Housing, Microsoft Deal, Addiction Data

The Social Democrats (PS) will question the Andorra government during the 17 September control session on tenant protections amid lease expirations, delays in first-time homebuyer guarantees, a direct €3.1 million award of Microsoft licences and services, and the availability of updated addiction data.

Susanna Vela, PS parliamentary group president, plans to ask what steps the executive will take to secure housing continuity for tenants whose contracts are ending. This covers long-term residents who have occupied the same property for decades, as well as those with agreements signed from 2022 that lack renewal rights. Vela will also probe whether existing tools at the National Housing Institute (INH) sufficiently handle these situations. The PS has highlighted prior warnings about potential social tensions raised during debates on the 2027-2030 housing rental law.

Laia Moliné, a PS general councillor, will address issues in the first-home purchase guarantee programme. She intends to inquire if the government knows of cases where extended processing times lead to the ITP exemption approval lapsing before the guarantee is issued. Moliné will request information on planned actions to better align the two procedures and remove obstacles for buyers.

Moliné will further challenge the negotiated urgent procedure used for the nearly €3.1 million contract with Microsoft for licences and associated services. She aims to question how the government defends this move, particularly after earlier promoting a digital transformation strategy designed to prevent fixed reliance on one supplier or technology.

Pere Baró, PS deputy group president, will ask if the executive has current, consistent and representative figures on addiction disorder trends in Andorra. This includes alcohol and substance consumption alongside behavioural addictions, which the PS views as essential for tailoring prevention, detection and care policies.
