Macron Defends Andorra-EU Pact as Sovereignty-Safeguarding Deal

French President Emmanuel Macron, Andorra's co-prince, reaffirmed the Principality's control over immigration quotas under its forthcoming association agreement with the European Union in a message for the feast day of patron saint Meritxell on Tuesday.

Addressing Andorrans and residents, Macron emphasised that the asymmetric deal preserves the current migration system, including quotas and controls even for EU citizens. This setup, he said, allows Andorra to regulate new resident inflows and prevent unmanageable population growth from European integration. The arrangement enables Andorrans to settle, work, study or retire across EU states without current restrictions, while the country advances economic and social ties without surrendering its immigration policy.

Macron called the pact an "asymmetric solution without equivalent," vital to the growth model reliant on managed demographics. He positioned Europe as Andorra's "natural horizon" amid concerns over border management.

He began by noting summer wildfires and continental climate challenges, praising European solidarity as a proven mechanism through collaborative responses. Macron commended Andorran civil protection and Red Cross efforts, stressing that partnerships matter more than nation size. For future crises—whether climatic, social or health-related—he urged enhanced coordination.

Recalling his April visit, Macron linked the agreement to wider cooperation. He ended by expressing gratitude to immigrant communities and seasonal workers for their contributions to Andorra's prosperity. The deal awaits signing by EU states, the Commission and Andorra, followed by a referendum and Consell General ratification.
