Macron Defends Andorra-EU Pact as Sovereignty-Safeguarding Deal

French President Emmanuel Macron, Andorra's co-prince, strongly endorsed the Principality's pending association agreement with the European Union in his message marking the feast day of patron saint Meritxell on Tuesday.

Speaking to Andorrans and residents, Macron addressed current concerns over free movement and border controls, stressing that the asymmetric pact preserves the existing migration system and quotas to ensure controlled demographic growth. The deal, soon to be signed by EU member states, the Commission, and Andorra before a referendum and ratification by the Consell General, allows Andorrans to live, work, study, or retire freely across the Union. Andorra, meanwhile, retains its controls—including on EU citizens—to balance economic integration with national sovereignty.

Macron described the arrangement as an "asymmetric solution without equivalent," safeguarding the migration framework that underpins the country's growth model. He acknowledged ongoing questions about potential negative impacts on border management, positioning the agreement as a unique response. Europe remains "our natural horizon," he added.

Macron opened by highlighting summer wildfires and climate disasters across the continent, crediting European solidarity as a "living mechanism" exemplified by joint efforts. He praised Andorran civil protection and Red Cross teams for their active involvement, noting that commitment is measured by sincerity and ties with partners, not state size. For future crises—climatic, social, or health-related—he called for stronger coordination beyond improvised aid.

Reflecting on his April visit, Macron framed the pact within this broader cooperation. He concluded by thanking settled immigrant communities and incoming winter workers for their labour, talent, and enthusiasm, which sustain Andorra's vitality.
