Minister Ladislau Baró confirmed on Monday that the Andorran government has not ruled out approving abortion decriminalisation with the signature of only the French co-prince, a mechanism used previously for civil marriage and nationality laws.
Speaking at a press conference ahead of the Connecta career and education fair, the Minister for Institutional Relations, Education and Universities acknowledged that progress has become more challenging since autumn, especially after the Pope's address to the diplomatic corps. He stressed that Article 8 of the Constitution provides strengthened protection for the right to life in all its phases, and some involved parties in the dialogue have questioned whether a single signature would suffice. This is why negotiations continue with the Holy See and current episcopal co-prince Josep-Lluís Serrano.
Baró welcomed recent remarks by former episcopal co-prince Joan-Enric Vives in a COPE radio interview, where Vives raised the single-signature option—something he had not mentioned publicly while in office. The minister described it as one available tool, adding that the government views it similarly but prioritises dialogue to preserve institutional balance while advancing women's reproductive rights.
He ruled out unilateral action by the executive and its parliamentary majority, despite outreach to opposition parties including the Partit Socialdemòcrata. Baró cited confidentiality on those discussions but confirmed more meetings soon, emphasising that proceeding alone after extended talks would undermine stability. The government remains committed to decriminalisation—at minimum for the woman—before the legislative term ends, with notable advances this session. "Dialogue continues, and we will persevere along this path," Baró stated.
