Andorra la Vella Launches Online Platform Tracking 55% Municipal Action Plan Progress

The Enclar-led council in Andorra la Vella has unveiled the Municipal Action Plan (PAC), an online platform at pac.andorralavella.ad that tracks 219 actions across five strategic areas, showing 55% overall completion after two years and three months of its term.

Senior consul Sergi González and junior consul Olalla Losada presented the tool during a Wednesday press conference, describing it as a dynamic roadmap through 2027 with quarterly departmental reviews and public updates. González called it a pioneering step for transparency in Andorra, enabling real-time monitoring of projects alongside municipal planning. The platform includes the original Enclar electoral programme plus later initiatives, structured around 27 general objectives and 61 specific ones.

Progress varies by area: community and welfare leads at 63.92% (some sources note nearly 64% or over 65%); housing and urban planning at 52.86%; economy, tourism, and entrepreneurship at 53.78%; territory, environment, and green city at 53.17%; and good governance and internal management trails at 50.3% (or 50.7% per one report). Officials applied cautious standards after technical consultations, especially in social areas, classifying actions as completed, partial, or pending.

González described the 55% figure as a sign of solid progress, while noting that full completion is unrealistic due to unforeseen issues. The council targets 80-85% by term's end, with Losada stressing balanced advancement across sectors. Some pledges, like a natural park in the Enclar valley, were dropped after an external study found them unfeasible.

Major upcoming projects include urban planning model revisions and Espai Capital, currently at 33% with advances on its avant-project, underground car park, renovated Casa Pairal, and exhibition space—all viewable on the site. The PAC remains a living tool, open to new actions, and officials hope it endures for future councils.
