Two weeks after Pope Leo XIV's address to the Vatican diplomatic corps, Andorra's efforts to decriminalise abortion for women remain stalled, with government-Vatican talks frozen and no progress reported.
The pope's 9 January speech declared that the Church "categorically rejects any practice that denies or exploits the origin of life and its development." This derailed autumn momentum, when Institutional Relations, Education and Universities Minister Ladislau Baró had signalled a draft bill by November, later deferred indefinitely. Government sources maintain that dialogue persists. Spokesman Guillem Casal described it as "open and active" after the 14 January Council of Ministers meeting, while Baró confirmed informally this week that "there are no updates for now."
Opposition Social Democratic Party (PSA) leader and General Councillor Pere Baró has warned that if the executive does not act within six to eight weeks, his party will table its own measure to excise abortion provisions from the Penal Code. He called Andorra's total ban "a national embarrassment," highlighting its status among Europe's few countries without legal abortion.
The PSA has pushed reform for years, drawing partial backing from former Episcopal Co-Prince Joan Enric Vives. In recent interviews with COPE radio and Trece television, Vives suggested a workaround: the Episcopal Co-Prince could withhold signature, as with prior Church-opposed laws, allowing the French Co-Prince's approval to proceed. Vives noted Andorra's existing prohibitions on prostitution, pornography, and abortion, but minimised the issue as "not a major social problem," citing "many other ways" to handle such cases. He pointed to ongoing Vatican ties, including Cardinal Pietro Parolin's past visit, and expressed optimism that "with the Lord's help," and through his successor's involvement, a path forward could materialise amid the institutional transition.
Pro-government parties Demòcrates and Ciutadans Compromesos, along with opposition Andorra Endavant, emphasise institutional equilibrium and the co-principality framework over reproductive rights. Concòrdia has steadfastly supported women's autonomy.
Pressure intensifies ahead of a UN Human Rights Committee review in mid-March, assessing compliance with the International Covenant on Civil and Political Rights. Preliminary queries seek updates on legalising safe abortion where women's lives or health are at risk, in cases of rape, incest, or non-viable pregnancies; ending penalties for women and providers; and expanding sexual and reproductive health services and education. Andorra's April reply referenced the Comprehensive Women's Support Service (SIAD) and a shelved women's rights bill addressing voluntary pregnancy interruption. This comes after a 6 November universal periodic review in Geneva, where multiple states urged decriminalisation.
