Key Points

  • CASS deploys mobile voting teams to all seven Andorran parishes and Pas de la Casa from June 8-16, 2026, for advance ballots.
  • Aims to boost turnout below 3% among 66,000 affiliates ahead of June 17 board elections.
  • Voters can cast ballots regardless of residence; headquarters also open.
  • Eligibility requires Andorran residency, contributions, and signatures per college.

The CASS, Andorra's public social security body, will send mobile voting teams to all seven parishes and Pas de la Casa from June 8 to 16, 2026, to encourage advance voting ahead of board of directors elections on June 17, 2026. Each location will host a team for one day, allowing affiliates to cast ballots regardless of their parish of residence, in partnership with local councils. Voting will also remain open at CASS headquarters on the fifth floor.

This approach aims to lift chronically low turnout, which has stayed under 3% in recent years—except for 5.34% in 2018—among roughly 45,000 salaried workers and affiliates, 9,000 self-employed individuals, and 12,000 pensioners across three electoral colleges. Eligible voters can participate in multiple colleges depending on their status, but cast only one vote per college. Businesses represented by legal entities or property communities count one vote via their designated representative.

Outgoing board president Marc Gelabert highlighted the measure during a press briefing, crediting the parishes' willingness to cooperate and calling for greater involvement. He described the elections as highly representative, drawing perspectives from workers, business owners, and retirees to guide the agency, and noted that board roles provide deep exposure to Andorra's socioeconomic issues.

The process is already advancing. Voter lists opened for review April 20-28, 2026, at CASS offices from 8am to 2:45pm weekdays, with inscription requests due by April 28 on the fifth floor. Candidacies closed May 6 and were published May 21. The campaign period runs June 6-15, supported by CASS social media efforts and parish collaborations. Polling stations on June 17 will open at 8am and close at 9pm, with results announced that evening.

Candidates must be Andorran residents over 18, with at least eight years of contributions in the last 10 overall and five recent years in their college (three months for pensioners). They need to be current on payments and gather signatures: 100 for salaried workers, 50 for self-employed/entrepreneurs or pensioners. Individuals may run in only one college. For the entrepreneurs' college, legal entities meet contribution rules through their company history, represented by the primary physical person listed with CASS.

Detailed eligibility spans salaried workers (including inmates, certain students/athletes aged 25-30, and registered unemployed under special regimes), pensioners (old age, survivors, disability, plus special disability or pre-retirement categories), and self-employed/entrepreneurs (physical persons in various roles, plus legal entities via their lead physical representative).
