Encamp PS Councillor Demands Affordable Housing Action Plan

Marta Pujol, a Partit Socialdemòcrata (PS) councillor in Encamp, has submitted a written question for the 26 March Consell de Comú meeting, urging Cònsol Major Laura Mas to outline concrete actions on affordable housing in the parish.

Directed at the Avancem-led majority, the query recalls their electoral commitments, including collaboration with the Andorran government to create price indicators by zone, incentives to boost affordability, and promotion of public or public-private low-cost rental schemes. Pujol notes multiple housing developments currently under construction across Encamp and asks whether the council has sought agreements with developers to reserve some units for affordable rentals.

She also presses for details on planned public or public-private projects, especially ahead of next year when many rental contract extensions are set to expire, potentially tightening the market further. From the opposition, Pujol seeks to oversee the executive's progress, enforce delivery on pledges, and advocate for greater transparency and institutional support to ensure access to decent housing.

Pujol stressed that while PS programme proposals cannot be enacted directly, opposition duties include holding the governing party accountable and promoting council responsiveness to residents' needs.
