The General Council has scheduled its political orientation debate for June 29 and 30, as announced by subsyndic general Sandra Codina during a meeting of parliamentary group presidents.
Lawmakers continue to finalize modifications to the chamber's internal regulations, which would postpone votes on resolution proposals by one week. The proposed change aims to provide parties additional time to negotiate amendments calmly. Current rules require voting on the third debate day, right after the head of government's address and group responses. Codina voiced optimism about the reform's passage, noting the importance of quality over speed: "Things should be done with quality, not hastily. With so much rush, they don't turn out as we want."
Should the changes take effect, the head of government would address the session on June 29, with group replies, government rebuttals, and debate on June 30, followed by votes on July 9. Absent approval, voting would occur on July 1. The late-June dates account for councillors' travel with the Council of Europe delegation shortly beforehand.
The meeting also approved several measures for formal ratification. The Education, Research, Culture, Youth and Sports Commission will examine the social democrats' Proposal for a Law on Welfare for Future Generations, tabled weeks earlier. It further endorsed syndics general Carles Ensenyat's return to the Democrats group. Ensenyat had joined the social democrats in early September after Judith Casal's resignation for health reasons, a move that prevented the group's dissolution under rules mandating at least three members pending Laia Moliné's appointment to the vacancy.
Codina detailed the spring session calendar. A government question time is set for March 12, followed by the Constitution Day session on March 14 at 11am. This will feature reports on 2025 Council of Europe Parliamentary Assembly and OSCE Parliamentary Assembly delegations, a group photo on the stairs, and a reception with the syndics general's institutional speech.
Full points-and-voting sessions are slated for March 19—handling Concordia's proposal to amend the qualified law on electoral regime and referendums, review and vote on the labour relations law revision bill, ratification of Neus Cornellà as a National Housing Institute member (nominated by the Comuns), approval of the sustainable growth study commission report, and other items—along with April 30, May 21, and June 18. Further question times are planned for April 9, May 7, and June 4. Group presidents will meet again on April 13.
