Key Points

  • Debate on June 29-30; votes delayed from July 1 to July 9 for extra negotiation time.
  • Education Commission to review social democrats' Welfare for Future Generations law.
  • Carles Ensenyat returns to Democrats group after temporary social democrat stint.
  • Spring calendar: Question times March 12+, full sessions March 19, April 30, May 21, June 18.

The General Council has scheduled its political orientation debate for June 29 and 30, subsyndic general Sandra Codina announced at a meeting of parliamentary group presidents.

Lawmakers are finalizing changes to the chamber's internal regulations that would delay votes on resolution proposals by one week. This would give parties extra time to negotiate amendments thoroughly. Under current rules, voting occurs on the third debate day, immediately after the head of government's speech and group replies. Codina expressed confidence in the reform's approval, stressing the need for careful proceedings: "Things should be done with quality, not hastily. With so much rush, they don't turn out as we want."

If approved, the schedule would see the head of government speak on June 29, group replies and government rebuttals followed by debate on June 30, and votes on July 9. Without the change, voting would occur on July 1. The late-June timing accommodates councillors traveling abroad earlier with the Council of Europe delegation.

The meeting greenlit other steps, pending formal ratification. The Education, Research, Culture, Youth and Sports Commission will review the social democrats' Proposal for a Law on Welfare for Future Generations, submitted weeks ago. It also approved syndics general Carles Ensenyat's return to the Democrats group. Ensenyat had temporarily joined the social democrats in early September after Judith Casal's resignation for health reasons, averting the group's dissolution under rules requiring at least three members while awaiting Laia Moliné's appointment to the vacancy.

Codina outlined the spring session calendar. A government question time is set for March 12, followed by the traditional Constitution Day session on March 14 at 11am. This will include reports on Council of Europe Parliamentary Assembly and OSCE Parliamentary Assembly delegations for 2025, a group photo on the stairs, and a reception with the syndics general's institutional address.

Full points-and-voting sessions are planned for March 19—covering Concordia's proposal to amend the qualified law on electoral regime and referendums, review and vote on the labour relations law revision bill, ratification of Neus Cornellà as a National Housing Institute member (nominated by the Comuns), approval of the sustainable growth study commission report, and more—plus April 30, May 21, and June 18. Additional question times are scheduled for April 9, May 7, and June 4. Group presidents will reconvene on April 13.
