The General Council unanimously approved the appointment of Neus Cornella as the new director of the National Housing Institute (INH) on Thursday, though the debate exposed sharp divisions over the body's future role and effectiveness.

The proposal, put forward by the comuns and presented by Minister of the Presidency, Labour and Housing Conxita Marsol, filled a vacancy left by a resignation in December 2025. Marsol praised Cornella's qualifications, noting she meets all legal requirements and helps balance gender representation within the institute. All parliamentary groups highlighted her suitable professional background and academic credentials.

The vote passed with 25 in favour and three abstentions from the Social Democratic Party (PS). Despite broad support for Cornella, opposition parties used the session to challenge the INH's necessity.

Concòrdia leader Cerni Escalé criticised the proliferation of new agencies under the DA government, claiming up to 15 such entities now centralise decision-making power in the executive. He argued the INH duplicates ministry functions and called for a broader review of public administration, though his group voted in favour.

PS councillor Pere Baró echoed concerns, abstaining to stay consistent with his party's initial opposition to the institute's creation. He described it as unsuitable for addressing the housing crisis but still deemed Cornella a strong fit for the role.

Andorra Endavant president Carine Montaner went further, expressing regret for previously supporting the INH and asserting the ministry could handle its responsibilities. Her group plans to propose its abolition in their electoral programme.

Defending the institute, Democrats leader Jordi Jordana stressed its clear original objectives and urged recognition of its value.

Marsol acknowledged the discussions on the INH's future, insisting it is carrying out its work effectively.
