  • Andorra's General Council to host FP-AP council meeting and AI-democracy seminar on May 22.
  • Mandicó led GESCO (2021-2025), first woman in role; served as councillor 1992-1993.
  • Background: nurse, ex-minister in Education/Health, founded Andorra's Nursing School.

Rosa Maria Mandicó, a former Andorran general councillor and current member of the Group of Former Syndics and General Councillors of Andorra (GESCO), has been elected president of the European Association of Former Parliamentarians of the Council of Europe member states.

The election took place on Friday during the organisation's general assembly in Paris. Known by its English initials FP-AP, the group was previously led by Filippo Lombardi, former president of the Swiss senate. Mandicó received broad support from members.

This is not the only recognition for GESCO and Andorra from the FP-AP. Sources close to the European body indicate it has selected the Principality, specifically the General Council headquarters, to host the association's council meeting and a seminar on 22 May—unless plans change beforehand. The event is expected to focus on the future of democracy in the age of artificial intelligence.

Mandicó's appointment has generated significant satisfaction within GESCO, a long-standing member of the FP-AP that has grown increasingly involved, as well as among circles at the General Council. The council is currently busy preparing for the 33rd anniversary of the Constitution's proclamation.

The new president led GESCO from 2021 to 2025, becoming its first woman in the role. She served as a general councillor from 8 May 1992 to 12 December 1993, representing the parish of Canillo. At the time, she focused on advancing the constitutional process and securing approval of the Constitution.

A healthcare professional by training, Mandicó worked as a nurse from 1971 to 1978 and later as head of nursing at Andorra's hospital centre from 1979 to 1984. She held ministerial posts in Education, Youth and Sports, and in Health and Welfare from 1997 to 2001. She also directed the University of Andorra's Nursing School from its founding in 1988 until her retirement. More recently, she served as a councillor in the Canillo commune from 2016 to 2019.
