Andorra Approves €5.8M for Bypass, Wildlife Centre and Road Projects
Council of Ministers greenlights contracts for Massana-Ordino bypass extension, new Canillo wildlife recovery centre, CG-4 repairs, greenway.
Key Points
- €3.8M for 240m Massana-Ordino bypass (tram 5 sectors 1-2), targeting 72% traffic drop and 45% CO₂ cut by 2027.
- €963K wildlife centre in Canillo with operating theatre, ICU, enclosures for animal rehab and release.
- €248K CG-4 retaining wall repairs (140m) with new safety barrier between Xixerella and Pal.
- €250K greenway upgrades from Encamp to Canillo, restoring paths, signage and drainage.
The Council of Ministers has approved contracts totaling around €5.8 million for several public works projects, led by the final stretch of the Massana–Ordino bypass, alongside a new wildlife recovery centre in Canillo, CG-4 road repairs, greenway improvements, and other initiatives.
Territory and Urbanism Minister Raül Ferré advanced the €3,833,456.02 award for sectors 1 and 2 of tram 5—a 240-metre section from the CG-3 roundabout to the Bombers bridge—to the UTE Desviació Massana tram 5 joint venture, made up of Pidasa and Progec at 50% each. Completion remains targeted for 2027, with officials projecting a 72% drop in urban traffic through Massana, improved safety for pedestrians and drivers, and a 45% reduction in CO₂ emissions in the parish centre. Work progresses on schedule elsewhere: tram 2 (610 metres) nears finish from the CG-3 bend to Serra de l'Honor; tram 3 (500 metres) crosses the Valira del Nord river to the Palanques area, linking to central Massana near the communal building; and tram 5.3 advances between the Bombers and Palanques bridges under Farga Rossell.
Environment, Agriculture and Livestock Minister Guillem Casal noted the €962,866.80 contract given to Construccions Roca for the wildlife centre near Canillo's Molleres bridge, a national-interest project with a 10-month timeline. It relocates the existing Santa Coloma facility to support better treatment, rehabilitation and release of injured animals. The setup includes a 108-square-metre ground floor for an operating theatre, treatment room, quarantine, ICU, necropsies, changing rooms, toilets and kitchen; a 102-square-metre first-floor storeroom; two 54-square-metre recovery cubicles; enclosures for mammals and birds; and areas for fauna health monitoring under Andorra's Fauna Health Surveillance Plan. The amount surpasses the October tender's €735,700 estimate.
Treballs Públics La Coma received €247,775.80 to repair a 140-metre CG-4 retaining wall at kilometre 4 between Xixerella and Pal over 1.5 months, rebuilding the structure and adding a wooden-and-metal safety barrier.
The same firm won €249,775.02 for phase two of the Green Infrastructure Sector Plan (PSIVA) from Encamp to Canillo, Incles and Envalira, upgrading the Meritxell–Prats greenway. Efforts restore dry-stone paving, repair side walls, install PSIVA wooden signage totems, improve rainwater drainage with pipes and channels, and align with the Cultural Heritage department and Canillo commune.
Additional approvals cover €122,083 for upgrades to the dog shelter's administrative building and €372,421 for conservation and lighting at Ordino's Sant Martí de la Cortinada church.
