Andorra Launches Fuel Vouchers for French Tourists Amid RN-20 Closure

Andorra has launched fuel vouchers to attract French tourists and offset the economic impact of the RN-20 road closure, with vouchers available from today at the Pas de la Casa tourist office.

The programme targets private cars and tour operator buses from France's Occitânia region—covering 13 departments—that face longer journeys due to the closure. Eligible visitors must prove origin with vehicle registration documents and provide required details. Only one voucher per week is allowed per vehicle. Cars qualify for €30 vouchers, while buses with more than 30 seats receive €200. These can be redeemed at any Andorran service station, provided a minimum fuel purchase matches the voucher's value; any excess is paid by the user.

Andorra Turisme manages the scheme, processing claims from stations and handling reimbursements funded by the government. A regulatory decree published yesterday in an extraordinary Bulletin Oficial del Principat d'Andorra (BOPA) limits it initially to French tourist cars and buses. Measures for other tour operators and goods transporters will follow later. The programme runs until the RN-20 fully or partially reopens.

Demand has surged immediately, overwhelming service stations with calls from interested French drivers. French media report widespread surprise at the "free €30 just for entering Andorra." Tourist offices and fuel outlets struggle to manage the influx, prompting authorities to refine communication for equitable distribution.

The initiative aims to boost tourism in Pas de la Casa, a key entry point hit hard by the road block and prior challenges like the pandemic and energy crisis. Service stations must submit vouchers to Andorra Turisme for payment.
