Andorra Taxi Drivers Free to Work Anywhere, Government Clarifies Amid ATA Tensions

Andorra's Secretary of State for Energy Transition, Transport and Mobility, David Forné, has stated that government regulations do not restrict taxi drivers from working wherever they choose, with the only requirement being coordination through a single dispatch centre.
In comments to the Andorran News Agency ahead of an extraordinary general meeting of the Andorran Taxi Association (ATA), Forné said the government maintains agreements with both the ATA and the Independent Taxi Association (ATI) but stays out of their internal matters. "We have agreements with both the ATI and ATA, but we do not get involved in what their respective boards resolve," he explained. He added that any limits on work areas or taking on other jobs are for the associations to determine.
The remarks come amid tensions in the ATA, where members are set to vote on expelling four drivers accused of combining traditional taxi services with Uber rides. Forné noted that the unified dispatch system was designed by the government to improve sector coordination. "It is a system we have designed for them, so they unify," he said, stressing that any resulting internal disputes are beyond government scope.
Forné also confirmed that a regulation for both taxis and vehicle-for-hire services (VTC) is ready, having been shared with the associations for feedback. Publication awaits the dispatch centre's operational launch. "Once the single dispatch centre is up and running, we will publish this regulation that covers both taxis and VTC," he concluded.
