Andorra Digital Launches Sovereign Cloud Strategy with Google, Amazon and Others

Andorra Digital, the new semi-public company owned 75% by the government and 25% by Andorra Telecom, presented its strategy this week to provide sovereign cloud services to public administrations through negotiated frameworks with major providers including Google, Amazon, Oracle and Microsoft.
The entity, led by director David Vicente and chaired by Minister of Public Function and Digital Transformation Marc Rossell, aims to streamline access to cloud services without requiring individual tenders. Vicente explained that the approach ensures sovereignty, security and best practices, offering eight solutions from hyperscalers and integrators under nationally negotiated rates. Public bodies can select from a unified catalogue of technological services, fostering efficiency and public-private collaboration.
This initiative builds on Andorra's digital transformation programme launched six years ago, now entering a phase with enhanced operational, investment and negotiation capacity. Andorra Digital consolidates the country's digital agencies under one structure: the National Cybersecurity Agency (ANC-AD), Data Intelligence Agency (AID-AD), Digital Wellbeing and Skills Centre (CBCD) and Data and Documents Exchange Gateway (PIDA). Key roles include Jordi Ubach for cybersecurity, Ivan Amengod for digital wellbeing, Enric Miralles for interoperability and David Peralta for data governance and auditing.
The company will also prioritise citizen training at a physical space in the Node building, with a focus on safe technology use, digital inclusion and protecting young people through school and family programmes.
On 10 June, Andorra Digital plans to unveil its full sovereign cloud model for the public sector, described as a turning point in national digitalisation.
Meanwhile, the Social Democratic Party (PS) has submitted written questions to the government via councillor Laia Moliné, raising concerns over risks and costs. The queries highlight potential technological dependence on international operators, data sovereignty for sensitive public information hosted abroad, liability in case of major incidents and compatibility of the framework agreements with public procurement rules on competition and transparency. PS also seeks details on projected cloud service costs from 2026 to 2030, budgetary impacts, interoperability progress and staffing for the new agencies, stressing the need for robust guarantees on technological sovereignty, data protection and democratic oversight.
