Andorra la Vella Council Identifies Bidder for Pouets Car Park Concession

The Andorra la Vella communal council has selected a single concessionaire for the former Pouets car park site and plans to discuss the award at next week's session.

Cònsol Major Sergi González provided the details during Wednesday's council meeting, telling reporters that the tender process is progressing smoothly. He indicated that the concession will feature on the agenda for Thursday's upcoming communal council, describing it as "going very well—so well that it will go before the council."

González did not disclose the company's identity or project details prior to the formal review. The council approved the latest national tender in April, aiming to revive the space and spur economic and social activity in the parish. This followed a 2025 bid that attracted no offers.

After the initial failure, officials consulted firms that downloaded the tender documents but did not bid. Their feedback led to improvements, including a topographic survey of the building to simplify analysis and proposals. The revised process created a more market-friendly contest, confirming interest from potential operators.

Bidders faced no restrictions to parking alone and could propose mixed uses to energize the area. Offers incorporating cultural, sports, or social spaces would receive favorable evaluation. The winner must prepare the project design, carry out adaptation works, and manage ongoing operations and maintenance.

The concession term may reach 50 years, with options for shorter periods as bid enhancements. It includes a fixed minimum monthly canon of €4,000, with no costs to the council.

González highlighted the site's key role in parish renewal, and the award now looks set to move forward.
